An annual report by a coalition of children s charities found that the government had failed to make progress on 80 per cent of the recommendations on children s rights made by the UN Committee of the Rights of the Child in 2002.

A new book examined the relationship between children and the law. It said that attitudes to children in law were predicated on welfare concerns underpinned by the philosophy of paternalism, in contradistinction to the proposition that children should be treated as autonomous holders of rights.

A United Nation agency reported on an initiative aimed at ensuring that the United Nations Convention on the Rights of the Child became central to the ethos of schools. It said that 300 primary schools (in Hampshire) that had been implementing the initiative showed a considerable improvement in pupil behaviour, attendance and performance.
